I think this would still be useful, especially as we move to runtime default

we do document the USR1 behavior [here](https://github.com/cri-o/cri-o/blob/main/tutorials/debugging.md), though I do see the usefulness of documenting USR2. Do you have any interest in opening a PR with suggested documentation changes?
