Wrong display for strikethrough text

The strikethroughs have been removed - closing this issue as resolved.

The SPDX 3.0 HTML page does not have the version selection dropdown

User error - you just have to scroll up

Update CI to build from and generate 3.0.1.

Note the more recent PR #950 - we should probably merge these two PRs into a single PR

Add a section in the spec to describe how to upgrade from SPDX 2.X to 3.0

This is now complete - it is in the using repo under the diffs-from-previous-versions
