I guess we can not start a service while the app service is running, actually, when the `react-native-background-fetch` service is running we can not run the `react-native-background-action` service inside that.

I checked it again there is an issue on `Android 11` and later

I have the same issue on "react-native:0.61.5" and "@react-native-community/netinfo: 8.0.0" Actually, it fires once when the app starts but the SSID is not available in the detail.
