I would love to support update scenarios, which I have a plan for. I'd also like “add to the existing metadata” as a possibility, but I think that’s too likely...

Return possible values for `syndicate-to` via query, see https://www.w3.org/TR/micropub/#syndication-targets Because the query is blunt, this should be an aggregate list of all possible targets, regardless of post type association.
