Yep, that's pretty much what I was thinking – also good to note that the annotations aren't sent to us or the body.

We currently have logic to determine whether a user should be emailed [1], but that's not being used where we actually send these emails [2]. First step with this is adding a "turn off email alerts" link to emails that the user _already has control over_ via their profile page, as per https://github.com/mysociety/alaveteli/issues/4551.
