I was having the same issue but then I upgraded to R version 4 and this command worked.

You can try using it on windows by building from source: https://github.com/tensorflow/fold/blob/master/tensorflow_fold/g3doc/sources.md Just make sure Bazel works on your windows 10 first. Let us know if you get it working.
