For String Comparison, in InfluxQL `=` comparator works but `=` comparators do not work. Does InfluxQL not support these comparators for strings? There is string comparison in [Flux](https://docs.influxdata.com/flux/v0.x/stdlib/strings/compare/).

I wont be able to work on this pull request for a while. I am planning to continue after 2-3 weeks

My Final Final exam is on 23rd of July. I predict that It will be finished before the end of the month

StringValue and DataValue are both strings. Do we want this comparison to be Case-Sensitive? Because by default Uppercase-letters < Lowercase-letters.
