Hi! So right now I am not aware of a general bug. I would assume that the problem ist caused by a config bug... Could you maybe provide a censored...

Without having it tried out on a real database, I would assume, that you have to encode the password. Could you maybe try out a url encoded version? 
Privacyidea is using completely different outdated and deprecated dependency versions. I will try to reproduce it tomorrow and try to find a solution.
 I could imagine that this line causes some trouble...

Thanks for the hint. Ubuntu 20.04 could cause atleast some minor issues... right now it is inkompatible with the pyopenssl version so we can't merge it straight forward...
