We already have this feature implemented [here](https://github.com/frinyvonnick/gitmoji-changelog/blob/master/packages/gitmoji-changelog-cli/src/cli.js#L39). This issue tends to replace this code with `update-notifier`.

We don't need #148 if we execute gitmoji-changelog in a container 😄 Cloud Run is in GA with a free tier. It would be nice to give it a try...
