io/format/print-message(<condition>) doesn't work

As said in documentation https://opendylan.org/documentation/library-reference/io/format.html#io:format:print-message([condition]) the method `print-message()` doesn't work.

In `documentation/README.rst`. The package `rsync` is not listed as a dependency, but building the website this program is needed to copy the generated site to the destination directory.

Add dependabot.yml to check version updates in GH actions.

Add GH Action to build docs, link checks and deploy to GH pages

Check old GH Actions versions and update by PR

Update .gitignore to add development directories and documentation build directory. The .gitignore file in the documentation subdirectory can be removed then.

The example shows an equal sign but it should be an assignment.
