Does this bot still perform any action that requires admin access to web-platform-tests/wpt? If not, then I'd like to downgrade its access level to write access.

In https://github.com/web-platform-tests/wpt/pull/13865 labels `tox.ini`, `flake8.ini` and `requirements_flake8.txt`. I deleted them again. Labels shouldn't be created for filenames at all, I'd argue.
