Incompatibility Issue with gcc-multilib on ARM Architecture (M1 Mac)

Neither setting BUILD_LOGGER_64_BIT_ONLY nor using BUILD_LOGGER_64_BIT_ONLY=YES in the 'make package' command resolves the issue. However, Mr. Gabor's omit_logger patch effectively fixes it. [omit_logger.patch](https://github.com/Ericsson/codechecker/files/14553621/omit_logger.patch)

`sudo apt install libpq-dev python3-dev` should effectively fix the issue
