Update: deleting everything from AppData > Roaming > obsidian fixed it for me, but only temporarily. After moving one file between folders, it broke again.

I have the same issue on Windows 10. There's no bin folder or context.exe to be found in WindowsApps folder, and adding location of ConTeXt-IDE.Desktop.exe to PATH did nothing.
Unfortunately adding `\LocalState\tex\texmf-mswin\bin` to PATH did nothing, ``` \starttext Hello World! \stoptext ``` even does not compile.
Yet this is the output I get in the harfbuzz on the fresh download of AlcarinTengwar-Regular.ttf
