Fix parse error when whitespace precedes comments

@mohammadfawaz @Braqzen with this, you'll finally be able to format programs that start with multiple comments, whether they have whitespace before them or not

Add `comment` tests for `expr` in `sfv2`

This may no longer be an issue, especially since there are new changes that should be preventing the formatter from panicking. Will need triaging.
