You have to toggle the selection in order for it to take effect. To quote @Cuyler36, "You have to swap presets to get the flags to apply [for new scratches]."...

Particularly after #639, it seems like a no-brainer to have a way to view / modify shortcuts on the site. This can be added as a new Settings page.
