Greasefire suggestions window should open in a new tab

The ux trend these days is to open new tabs and not new windows.

Scriptish supports Seamonkey, it'd be nice if Greasefire did as well.

Taking this from the TODO file. I'm guessing that the idea is to add a link from `picker.xul` which would open the selected script's USO page in a new tab.

We should localize the few strings that we use.

Maybe this could work the same as Scriptish's global excludes feature, allowing excludes by @exclude patterns (in the case of Scriptish reg expressions can also be used in the @exclude...
