VJ runs at 60 FPS in NTSC mode, 30 in PAL mode

when running virtualjaguar --ntsc, fps are 60 running virtualjaguar --pal give 30 fps even when running virtualjaguar without any program/rom

in debugger mode - Step Over should go over dbf

i think that Step Over debugging mode should go over DBF, and not run each step of the loop like in the good old Monst if i remember well. (...
