I'm wondering if there's some inconsistency between your language settings and dictionary settings, and I can't tell just from this file.
You need an emoji dictionary for each language.
When adding an emoji dictionary for *German (Germany)*, you have to change the selection on the *Add dictionary from file* popup under *Select language* from *German* to *German (Germany)*.
