Default emoji skin tone setting does not impact dictionary suggested emojis
Describe the bug Default emoji skin tone setting does not apply to emojis suggested by the dictionary.
To Reproduce 0. Install emoji dictionary emoji_en.dict from https://codeberg.org/Helium314/aosp-dictionaries/src/branch/main/emoji_cldr_signal_dictionaries
- Choose preferred skin tone (e.g. black) in heliboard settings.
- Open a text field
- Insert any person emoji from the Emoji key (full emoji panel) e.g. woman shrugging
- Insert the same emoji from the keyboard suggestions by typing shrug and choosing on the top row.
Expected behavior The chosen skin tone should apply to emojis chosen from both sources, both emojis entered should have the same colour.
Problem Emoji dictionary suggested emojis are only in the normal yellow skin tone.

@Helium314, I've added code that can be used to fix this in #1765. Should I copy that code into a PR for fixing this, or wait for #1765 to be merged?

I think it's fine to have it in #1765. Will finally get to it next week (this week is sort of reserved for #1641)
