Editing BSTriShape vertex desc for a skinned mesh does not update the vertex desc in its NiSkinPartition

The flags need to match between the shape and the skin, flags that don't match on both are ignored.

I tried bodyslide, it can't edit the flags either as far as I can tell, but I'm not an expert
