Seeing the full log and config you have would potentially be helpful at least.

First thing I notice here is, you cannot use openjk with Jedi outcast. You have to use openjo for that.
Probbably should add the commands that sv_floodprotect allows through to the game side flood protection as well? See: https://github.com/etlegacy/etlegacy/blob/master/src/server/sv_client.c#L2188
