Why would this only affect the Cloud Functions v2 test? And why only when run by Kokoro? The tests pass locally.

Tests are now passing. Closing unless and until failures return.

I agree for integration tests for the application. Libraries, though, should have unit tests unless the amount of mocking involved would basically obscure potential failures.

I favor doing this, as it seems this would make test failure logs visible to committers.
