I was getting a similar error. I copied this [settings.xml](https://github.com/pentaho/maven-parent-poms/blob/master/maven-support-files/settings.xml) file to `~/.m2` and it worked.

maybe we should mark this experimental. trigger_kwargs being None vs {} does not seem like an explicit / obvious enough way to decide whether to start from trigger. why wouldn't...
