correct when you take portal to ogrimmar you should be in phase 2 but this phase is empty, This quest and horde quest (Herald of War) are exactly the same...

I remember doing this quest on retail during mop and had to kill a lot of runesmiths like going round killing all several times before the plates dropped but wowhead...
Probably needs condition for if quest is rewarded or needs to be taken, complete or rewarded so if player fails to pickup item while doing quest can pick it up...
I’ve seen this before phasing issue think have but cant remember which quest but know the 3 rider of …… quests which are nearby there change phase here once taken...
No ignore last bit I was getting confused with Matthias lehner quests under icc but those 3 group quests change phase here
Believe he currently drops quest item even if you don’t use item only requirement is to have quest incomplete in quest log and believe has never worked properly
Confirming that event for this quest is not scripted but will also point out that http://wowhead.com/npc=14494 is not spawned on clean tc either,
