I think sequence id is a good approach and as noted there is precedence in the QoS module to use a sequence id. [/qos/scheduler-policies/scheduler-policy/schedulers/scheduler/config/sequence](https://openconfig.net/projects/models/schemadocs/yangdoc/openconfig-qos.html#qos-scheduler-policies-scheduler-policy-schedulers-scheduler-config-sequence) is used for ordering scheduler policy.

Thanks for raising this issue. Using duplicate label values in the stack should be supported and the OC model does not allow it as leaf list values must be unique...
Yes I can create the pull-request. I'll make it by creating a new list and deprecating the existing leaf-list.
