Adding the DIE_AREA as parameter to `density_fill` seems to make it even worse and no filler cells are added anymore.

@KrzysztofHerman okay makes sense. Seems like only the sky130 coyote_tc design has some IO definitions. So, maybe too early.

I can confirm I also see `Pad.kR` and `Pad.d1R` in my design. @KrzysztofHerman ran the commercial DRC and it didn't report those. Seems to be related to the open DRC.

@jonas-rem did you see those errors?

@maliberty can you please remove the `do not merge` label and review this PR? I had to update some designs because IHP updated the standard cells.
