Are the internals that `help`/`sopel-help` use well-enough documented that someone could easily make a custom equivalent? (Not talking about adding e.g. paste backends to `sopel-help`, but an actual full-on replacement.)...
Oh, I just had another (possibly stupid) idea: Could `help.py` be moved to some other place called "shims" or similar, so we have a place for this and other plugins...

Seems there isn't much interest in this. Dropped to wishlist for now. Meanwhile, keep publishing your plugins as packages and using `pip` to update them.
De-milestoning for lack of planned work on plugin system. Remains on wishlist, as it would indeed be nice to load new plugins without a restart someday.
Given how busy @HumorBaby has been recently, this has a vanishingly small chance of being done for 7.0. It's a straight enhancement, nothing more, so I'm fine waiting on it.
