Only need this OR #567, depending on which is the "better" (more reliable) solution.
Since @astorije's last comment on this thread, the community fork of Shout, The Lounge, has implemented WEBIRC (see thelounge/lounge#181).

@Alligator That's good news! Shout isn't maintained very much these days, which is why its readme points to The Lounge.
