Yes, the fastboot3DS.firm file should be inside the .zip archive you downloaded (just extract it). Note that fastboot3DS itself cannot dump ROMs from gamecards. However, you can use GodMode9: https://github.com/d0k3/GodMode9/

Dunno if netplay will be added. I might look into PK3 support. Looks like w_wad.c, "p_setup.c as well as some in p_spec.c and p_saveg.c" needs updated.

addfile "mod.wad" put that in your autoexec.cfg

I have always put the wad files directly into the srb2_3ds directory. Also make sure the mods don't interfere with each other.
