If you open the userdata folder can you see the Flow settings file? If you can s it being updated when you change the settings?

You can set prioruty of plugins, is this what you mean?
For the Notion plugin issue check this setting 
It's the same pluigin but you are several versions behind the latest. Try `pm update` in Flow to see available plugin updates.
What were you doing in Flow when this error occurred?
Also please update to the latest version of Flow
