So, _possibly_ good news here! I tried to disable all apps on accessibility and re-enable them all with rectangle as the first one. It seems like nothing has actually changed....
Sadly I celebrated too early :( It seems like it is working better, but the issue is not totally fixed. I am still experiencing random "stops" of the snap feature....
