The DBF files have a column called AC_HNAME. Is it the Hindi name of the constituency, etc.? How do I read the information, what font has been used?

When using the data from `maps/parliamentary-constituencies/india_pc_2019.*` and filtering for `Delhi` region there's an empty spot in the region.
