In addition to the above, the intro video doesn't play, but it doesn't impact the ability to start up/run the game.
I'm seeing this a lot in 3.6.3. Restarting fixes it.

Yep, I haven't encountered the issue since updating to 3.6.10.
So, on the latest update on the Preview channel (SteamOS 3.6, build 20240509.100, Dock firmware 0.13.15.124), VRR now functions without intermittently losing the image/flickering to black. However, some issues remain....
