Not sure what's going on there, but it looks similar to #710. I have not tested the fix listed there; I still use proc-macro-nested=0.1.6 at the moment.

Minor changes were required to get this going with the latest rules_rust - they're available [here](https://github.com/ankitects/rules_rust/commit/09c0273e7b36218807a46baf9d5ce19bfc575757) if anyone needs them.

I ran into the same issue (latest tokio pulls this crate in), but it's fixed after updating to the latest rules_rust, presumably by https://github.com/bazelbuild/rules_rust/commit/c435cf4478fc6e097edc5dba0e71de6608ab77d8
