IMO this is an anti-feature, setting `g_momentumDeconMod` to 0 on your servers will prevent this in the meantime.

specifically, tested with this QVM on Tremulous: https://github.com/enneract/AA-QVM/tree/staging the buildables do not heal in the trigger_heal (with OM/RC destroyed) either on Unvanquished or Tremulous.
