Is this something that should be considered a blocker for https://github.com/zmap/zlint/issues/559 ? My instinct is to revert anything ETSI related that seems buggy but I'll defer to others for this...

I'm following [the MDSP discussion](https://groups.google.com/a/mozilla.org/g/dev-security-policy/c/TMqAcMJh45U) on this subject and considering the issue blocked on spec for now.

I don't have a strong preference. Switching it to a warning sounds fine to me :+1:
