the seqAt change was added. it has the potential to avoid needing to decode entire seq field

interesting. i'm not sure if i fixed it but i pushed another change just now that could potentially help...can try to refetch the branch potentially with `jbrowse upgrade --branch frozen_tracks4`...

one thing that is notable is that this PR currently toggles on admin mode on whether to use frozen tracks or not the reason for this is being that admins...

there isn't an action item for this so i might close for now. there are just too many myriad places where sanity checks would be needed to make this actionable
