I am experiencing the same bug on Windows 10. It occurs when clicking 'Show Answer' on a non-IR card after reviewing an IR card, but only on first opening Anki....

Mine was not syncing at all even after a week. I tried downloading the opml and then importing it into the other device and after that the sync started working.
