The case with the End portal was the matter of setting the End's spawn point right around the spawning pad.
If you have a router, set up a port forwarding rule on it. Afterwards, you'll need to find your external IP address and attach the game server port to it.

The splitting angle/direction does influence popsplits at times.
It might be your internet service provider. Check your ISP's EULA to see if there's any statement that prohibits you from hosting a server on your internet.
