@turn211 I submitted a PR to fix a typo in your package.xml file.
I don't know - the Addon Manager doesn't use the submodules feature of git, it just parses the .gitmodules file. I don't know what git does if the file changes...
If the download worked fine direct from GitHub, it's probably the Python url lib request that's borking. A quick look at the code makes me think it's actually trying to...

This isn't fixable at the Addon Manager level: we need a new way of dealing with the parts library. Fundamentally it needs to be broken into smaller pieces.

@dirkolbrich For the record, I'm getting that same error on my current Intel builds as well.
@wwmayer looks like this is your file -- any problem with deleting it?
