Appears that Weather Underground may have their knickers in a knot over page scraping? Replaced the base url function with curl. I think that curl probably does a better job...

Incompatability with Python 3.9+ use of getchildren()

*Issue* `geos` currently calls `getChildren()` which is deprecated and removed from Python 3.9. This means that it is currently incompatible with Python 3.9. See details on deprecation: https://docs.python.org/3.8/library/xml.etree.elementtree.html#xml.etree.ElementTree.Element.getchildren
