I discussed offline with @wuisawesome and comes to an understanding that either pinning to latest are nightly are both not sounds; but pinning to latest (what this PR is doing)...
On CI, release tests that fail are already fail on master
data folks, @amogkam @bveeramani @raulchen @scottjlee, if you all don't have a strong opinion, I'll merge this PR in sometimes tomorrow on the merit that tests pass after this change....
@scottjlee: thanks for reviewing Scott. Yesss, some of the tests are currently failing on master so I exclude them until they get fixed first

Test has been failing for far too long. Jailing.
Oh since this test has been jailed, after you commit the fix, feel free to close the issue. Closing the issue will automatically unjail it.
