[ci/coverage][3] add a test runner using coverage information
Why are these changes needed?
Add a script to run tests under release directory, using the computed/uploaded coverage. It is just a skeleton right now that computes the list of changed files.
NOTICE: I built a separate pipeline for this as I don't want to change the existing infra too much (it seems a bit complicated and has some blast radius effect if I change it in-correctly). This helps me move a bit faster ;).
