That depends on your own browser's configuration (if in a company, it can be something enforced by your employer)

I have no idea. It depends on your situation, including if that's a work PC, what configurations you changed in `about:config` (firefox) and `about:flags` (chrome) and also page-specific configurations.

None of those appear to be about this. This can be something new google decided for chrome. Not something I have any idea what and how to deal with.
