@djberg96 Since a `signing_key` with an empty `cert_chain` will raise an exception https://github.com/rubygems/rubygems/blob/2c499655f29070c809dfea9f5fda6fac6850e62e/lib/rubygems/security/signer.rb#L144, this warning should be raised when `cert_chain` is empty and no signing_key is provided
