update here, still saw the issue with 0.13.1 What seemed to have fixed this for me was to erase the 8266 flash with esptool then reflash with 0.13.3 or 0.13.1....

are you by chance using an ESP32 module with both WiFi and ethernet? i got those messages in both 0.13.1 and 0.13.3 if i had both wifi and ethernet enabled....
