In atom_browser_web_contents.js we need to emit an event with more information so NavigationController tell if the location change was inPage and if it is suppose to replaceEntry.

In the future we'll probably want to add a separate AdbDevice for b2g that would handle installing, but for now this works.
Creates/copies all the necessary files and folders need for a packaged emulator to work with mach's un-packaging script and emulator starting script.
