So you cloned a vm with cached last ip address stored and clone tries to get it back and succeeds. Just clear clone ip config harder
Uncheck "authoritative" in first config page, and it will ping the address before lending it out again.
Do you see new adapter in lspci? Dmesg?
Current stable release is 24.10.4 - could you upgrade and re-test with known broken parts combo?
Intel validates sfp modules, probably driver update made yours unusable. You kind of indirectly confirm that.
