`InputHandler_Tick()` uses delta time instead of `DateTime_CurrentUTC_MS()` `CheckBlockTap()` still uses `DateTime_CurrentUTC_MS()`

No I'm not asking for them to be fixed, i'm asking for them to be removed because they are dead.

I think it should be "a work in progress" instead of "work in progress"
