Restoring disable-runtime-api for test chains

Adds disable-runtime-api back to rococo and westend. Previously removed. Partly closes, #1621 . Kusams and Polkadot will be updated on the [runtimes codebase](https://github.com/bolajahmad/runtimes) in a seperate PR.
